You have attempted a difficult mapping :)
One frameworks looks at needs while the other aims.

Self-actualization seems to map to Moksha.

Dharma on the other hand does not have a good mapping in Maslow's stack.
Dharma is an external factor enforcing boundaries within which a person must work towards meeting the needs as identified by Maslow.

Self-actualisation is of 2 types: within/for society (social) and outside society (non-social). The former is Dharma; the latter is Moksha.

Dharma does not have a western equivalent... it ma ybe righteous behaviour.. West cloaks it in ethics..... while coulds personal morality ...
