For starting India's real modernisation in 1991 by switching the economy from socialism to capitalism.
2. Jawaharlal Nehru
For helping India to survive as a free and united country by steering the Republic in its infancy.
3. Lal Bahadur Shastri
For making India self-reliant in food production by fathering the Green Revolution in 1966.
4. Atal Behari Vajpayee
For making India a nuclear-weapon power and continuing its modernisation.
5. Rajiv Gandhi
For not doing much good, but not doing much harm either.
6. Manmohan Singh
For heading post-Independence India's most corrupt government.
7. Jawaharlal Nehru
For condemning India to half-a-century of poverty by imposing a socialist economy.
8. Indira Gandhi
For making India a most poor and corrupt country by destroying its institutions.

I beg to differ, of course its an opinion.I once had the same discussion and I finally came up to frame it like this Who is the best PM after Nehru, From Partition to 1st elections and imbibing the democracy to Indian masses Nehru's place in unparalleled.
That is why he is at #2. But he also had great failings. So he is also at #7.
PVN is India's most under-rated PM.
Like JN, MMS's tenure must be split into 2, 2004 to 2009 and 2009 to 2014. I would rate 2004 to 2009 in top 3.
Nehru should also get lowest rank for Jammu and Kashmir mess and handling of China war
Shastriji tenture was short and there were no significant achivements,so doesn't deserve 3rd ranking,Atalji did a lot of good,so he must go at 3.
Without the Green Revolution, we would have starved.
