For the system to run properly, the sheep must follow some rules: don't lie, don't cheat, don't steal, don't kill. In order to run the system properly, the wolves must lie, cheat, steal and kill.
For the wolves, there is only one rule: don't get caught. Every now and then, a foolish wolf gets caught. Then the other wolves throw him to the sheep. The sheep stamp the foolish wolf and kill him. Then both the sheep and the wolves go about living their lives and performing their functions. And the system keeps running . . .

Well the article is thought provoking. But after thinking through I feel the Sheep and Wolf system is not sustainable. Need a long drink session to explain. But bottomline is going back to basics-
Chanakya laid the ground rules for a sustainable ruler and a system-
The qualities of leadership (which attract followers) are: intellect and prowess, being righteous, truthful, resolute, enthusiastic and disciplined, not breaking his promises, showing gratitude [to those who help him], having lofty aims, not being dilatory, being stronger than neighbouring kings and having ministers of high quality.
